# The Purpose Of Position:
The Programs Manager oversees the coordination and administration of all aspects of related to ongoing programs activities in Syria, including planning, organizing, staff leading and controlling programs activities.
#Essential Duties and Responsibilities:
Plan the delivery of the overall programs and its activities in accordance with the mission and the goals of INSURYA.
Develop and implement long-term goals and objectives to achieve the successful outcome of the programs.
Provide guidance and direction to the programs team on achieving agreed targets and long-term strategic objectives.
Contribute and lead programs development efforts by identifying opportunities and working with programs Team to draft proposals to respond to those opportunities.
Identify and evaluate the risks and possible threats associated with Programs activities and take appropriate action to control the risks.
Oversee the preparation and submission of technical and programs reports as per the grants agreement.
Establish and maintain systems for programs operations in accordance with INSURYA policies and procedures.
Ensure that programs activities comply with all donors legislation and professional and humanitarian standards.
Provide guidance to programs staff on all issues related to programs implementation.
In coordination and collaboration with the Monitoring and Evaluation Department, develop a programs evaluation system to assess the strengths of each program and to identify and implement action plans regarding areas for improvement.
Follow up Monitoring and Evaluation reports, recommend and implement changes to enhance the programs, as appropriate.
Prepare the Employment Plan, Yearly – quarterly to programs department according to grants.
Develop an annual program budget and operating plan to support the programs, coordination closely with all other key departments including Finance, HR, logistic.
In collaboration with the CEO and Finance Manager maintain of all programs financial activities and monitor the budget for each program.
Manage all projects funds according to established accounting policies and procedures as per INSURYA regulations and donor compliance.
Maintain effective communication and relation with donors and other stakeholders.
Accomplish human resource objectives by developing job descriptions, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions.
Any other duties related to his department assigned by the CEO.
# Minimum Requirements:
Master’s degree in business administration, development studies, social sciences or related field.
Minimum of 5 years successful leading, managing, and implementing emergency response programs, preferably in a conflict situation.
Knowledge of the humanitarian and development sectors, and experience with and knowledge of humanitarian standards.
High knowledge in Proposal’s writing and concept notes in English.
Background and knowledge with UN agencies and other INGO’s Rules and Regulations.
Excellent time management skills, Leadership, problem-solving, and teambuilding skills.
Well-developed organizational and planning skills.
Able to communicate verbally and written in English, Arabic and preferably Turkish.
Good Computer Skills (PowerPoint, Word, Excel, Ms. Project).
Punctuality and respect for rules and procedures.
# Duty Station:
The position will be based in Turkey, with the preference for those who have the ability to go to projects field in Syria.
